For sure not a tax issue. Yeah fair enough tax may have dented their profits slightly but I bet the extra revenue they make from the RTP decrease is way more than any costs coming from tax issues.
They did do it as of tax? I wont be sarcastic here, but if your company is in Malta, and you take players from the UK, you have to pay UK tax on those players. This was recently raised to about 20%. You then pay tax in Malta on corporate earnings (Which admittedly you get a large discount on as Malta gives gaming companies tax breaks in order to attract companies over here)
